The high rates of interpersonal violence related to homicides committed mostly with firearms; the lack of planning for structural changes in recent decades; the ineffectiveness of the excessive use of force and heavy-handed strategies, which generate institutional violence and impunity; and the absence of disaggregated, updated and reliable official data and figures on violence, within the framework of a human rights crisis, make it necessary to transform all processes related to public security in Venezuela.

Reengineering Public Security is a project promoted by Amnesty International Venezuela that seeks to achieve significant improvements in public policies and in public security management processes that contribute to the reduction of homicides in the country.

The bases of this immense change are fostered through the articulation of a knowledge community comprising experts who participate in exchanges and develop documents with diagnoses, analyses, recommendations and proposals to build the path of the necessary transformations.

Similarly, training in police management and good practices is envisaged for police officers and justice officials, in which they will be provided with the tools to improve the efficiency and quality of processes that can reduce homicide rates, in accordance with the prevention and punishment of deviations that may constitute human rights violations.

Public security can be improved by concentrating efforts on attainable goals, abandoning the habit of adopting only short-term measures without a comprehensive approach, and taking advantage of and integrating the experience available in the country and the best practices in the region.

Reengineering Public Security will disseminate the inventory of diagnoses and proposals to promote public debate and influence political decision-makers towards the transformation of the public security system and the creation of comprehensive and adequate public policies that are capable of achieving the reduction of homicides in Venezuela.
